"No PUC, No Fuel" Policy In Delhi: Fight Against Pollution

The government of Delhi has strictly implemented an anti-pollution measure to address the growing concern of air pollution in the national capital. As a part of the new rules, all fuel stations in the city will only provide petrol, diesel, or CNG to vehicles that possess a valid Pollution Under Control (PUC) certificate. This step has been introduced as a permanent initiative to strengthen control efforts taken by the government throughout the year, as seasonal checks. Vehicle owners without a valid PUC certificate will not only be refused from filling the fuel in their vehicles, but may also be required to pay heavy penalties.
 
 

Fuel Will Not Be Dispensed Without a Valid PUC

 
As per the latest circular issued by the concerned authorities, it would be mandatory for every vehicle owner to carry a valid PUC certificate before going to a fuel station. Without it, fuel pumps will refuse to dispense petrol, diesel, or CNG. According to government authorities, this rule will be applicable on all types of vehicles and is now mandatory for all vehicle owners to follow this rule. The main objective of this law is to minimize harmful emissions caused by poorly maintained vehicles and improve the city’s air quality.
 

Heavy Fines For Law Breakers

 
Driving a vehicle without a valid Pollution Under Control certificate will not be restricted to only dispensing fuel but can be more than that. Under the Central Motor Vehicles Rules, 1989, vehicle owners breaking this law might have to pay an on-the-spot challan either by traffic police officers or through automated enforcement systems. The penalty is expected to start from Rs 10,000 and may increase depending on the seriousness of the violation and local enforcement policies. Authorities have stated that strict monitoring will continue throughout the year.
 

Multiple Departments Responsible For Implementation

 
The implementation of this rule will be managed by several government agencies, including the Transport Department, the Food and Supplies Department, the Municipal Corporation of Delhi, and the Delhi Traffic Police. Delhi Chief Minister Rekha Gupta had earlier instructed officials to ensure the strict execution of the ‘No PUC, No Fuel’ policy across the capital to improve pollution control measures.
 

Insurance Claims May Also Be Affected

 
Apart from fines and fuel restrictions, an expired PUC certificate may create problems during insurance claim processing. Many insurance providers require compliance with emission regulations, and failure to maintain a valid PUC certificate could lead to claim delays or even rejection. This adds another layer of responsibility for vehicle owners to ensure their pollution certificates remain updated.
 

Vehicle Emissions Continue To Spoil Delhi’s Air Quality

 
Delhi and the NCR region face severe smog and hazardous AQI levels every winter. According to a recent analysis by the Centre for Science and Environment (CSE), harmful gases like carbon monoxide and nitrogen oxide have shown a sharp increase in the region. The study, conducted between October 1 and November 15, revealed a direct link between vehicle movement and pollution levels. PM2.5 levels were found to hike dynamically during morning and evening office hours when traffic congestion was at its peak.
 
The report showed that nitrogen oxide levels increased alongside PM2.5, clearly indicating that vehicle emissions are playing a major role in worsening Delhi’s pollution crisis.  With the ‘No PUC, No Fuel’ rule now permanently in place, authorities hope stricter compliance will help reduce pollution levels and improve air quality for residents across the capital.
